Sealed Bids for the construction of the Water System Improvements will be received by The City of Reserve, at the Reserve City Hall, 109 N. Main St., until 1:00 pm local time on February 21, 2018, at which time the Bids received will be publicly opened and read.  The Project consists of constructing approximately 8,900 LF of 4” and 6” Cl 200 PVC Waterline, 26 4” and 6” gate valves, 12 fire hydrant assemblies, 38 water service connections, 58 water meters, tower rehabilitation and recoating, and miscellaneous appurtenances, including all materials, labor, and necessary equipment.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: Schwab Eaton, 1125 Garden Way, Manhattan, KS 66502. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am – 12:00pm and 1:00 pm – 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

The Owner reserves the right to waive any informalities or to reject all bids.

Each Bidder must deposit his bid, security in the amount, form and subject to conditions provided in the information to Bidders.

This project is funded in whole or in part by the Kansas Department of Commerce CDBG program and by USDA Rural Development. Associated certifications and the completion of other documents will be required for the successful completion of the project. All bidders are required to comply with Local, State, and Federal regulations as stated in the bid documents. 


Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $75.00 (non-refundable) for each set.  Checks for Bidding Documents shall be payable to “Schwab Eaton”.  Upon request and receipt of the document payment indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. Bidding Documents may also be accessed online at with a paid yearly subscription fee. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
